HOW MANY BLANK PAGES ARE REQUIRED IN YOUR PASSPORT-THE UNEXPURGATED TRUTH
April 2005
In recent months our practice has had numerous instances of visitors
who have experienced problems at Johannesburg International Airport
upon attempting to enter South Africa. The complaints centred around
an immigration official either refusing or attempting to refuse
entry to a passport holder on the basis that they did not have two
clear unused pages in their passports.
This is not a requirement in terms of either the Immigration
Act or its Regulations.
The direct situation is governed by Regulation 6 of the Immigration
Regulations which were promulgated and the Government Gazette number
24952 which was published on the 21st February 2003.
Regulation 6(2) (e) specifically states that a passport should
contain certain information and characteristics, amongst them:
“at least one unused page when presenting the passport for
endorsement”
It is therefore my advice that any traveller wishing to visit South
Africa should be ensure that they timeously either renew their
passport or ensure that additional pages are bound into the passport
as is the case with some countries. If you are confronted by an
immigration official on this point then it would be advisable to
note the provisions of regulation 6(2) (e)
